Course Description: The Role of Local and Regional Government Revenue Generation Local and Regional Taxation Charging - General Principles and Practices Intergovernmental Transfers Borrowing Budgeting and budget process Financial control

Learning outcomes
The course of Municipal Finance summarise the range of international practices in financing subnational governments - state, provincial and local. The cource examines the elements of subnational government finance - the division of responsibility for public spending between levels of government, the allocation of direct revenue sources, grants, taxes and other revenues.
After completion of this course, students should have an understanding and working knowledge of local and regional government economics, the main revenues and expenditures.
Prerequisites
Student should have elementary knowledge of public finance - the theory of public goods, the funcion of public finance and the reasons of existence of public financing, the role of state budget. Desirable is also to have some understanding to organisation of the state administration and local government in general.

Assessment methods and criteria
Oral examination, Written examination, Work-related product analysis, Didactic test

Closing assignment: Written multiply choice test. Presentation of municipality case study to the sessions. An oral presentation of 10 to 15 minutes will have to go with power point presentation. Preparing of the case study is facultative and will count of 50% of the assessment. Alternative assignment:: Repairing written test Final examination: written, eventually oral exam during the exam period (2 tasks are drowned lots)
