Course content
Public projects and their importance, project cycle phases. The process of obtaining financial resources for the implementation of projects from EU funds. The process of obtaining funds for the implementation of projects from national sources. Methods of evaluation of public projects - financial methods of evaluating the effectiveness of investments. Methods of evaluation of public projects - cost-output methods. Public procurement as an integral part of public projects. Approaches to evaluation of public procurement. Principles of public procurement in project implementation. Problems associated with public procurement.

Learning outcomes
The aim of the course is to introduce students to the basics of public projects and public procurement. Emphasis will be placed on the areas of financial management, public sources of funding and selected methods for evaluating the effectiveness of public projects. It will also cover the basic characteristics and procedures of public procurement.
A student who has successfully completed the course can: characterize public projects and public sources for their financing, explain the process of evaluation of public projects, characterise the different types of public procurement, explain the public procurement process. A student who has successfully completed the course can: analyse public projects in terms of their effectiveness, independently evaluate the eligibility criteria of public projects, orientate themselves in the field of public procurement, analyse the correctness of public procurement procedures. A student who has successfully completed the course is able to: take positions on the use of public resources for financing public projects, communicate information on the impact of the use of public resources to professionals and the general public in a clear and convincing manner, present their own views on the appropriateness of public procurement procedures. A student, who has successfully completed the course, is skilled enough to: - use selected theories and concepts in independent and creative way to find a complex solutions to the practical problems of regional development and regional policy. A student, who has successfully completed the course, is able to: - make independent and responsible decisions in the field of regional policy, in terms of the wider societal implications; - communicate the nature of regional development expertise and their own views on possible solutions to both professionals and lay people.
