Course content
Introduction to population protection - basic elements. Development and protection of the population in the world. Population protection legislation. Crisis management in public administration. Integrated rescue system. Critical infrastructure. Rights and obligations in the area of population protection. Economic measures for crisis situations. Information systems within the framework of population protection. Education in the field of human protection for emergencies.

Learning outcomes
The aim of the course is to acquaint the students with basic information regarding problems of population protection in terms of tasks and measures from its history until present day.
A student who has successfully completed the course can: to define the basic concepts of the area of population protection and to characterize the basic principles of risk analysis; describe the development of population protection in the Czech Republic and in the world; explain the links between the Integrated Rescue System laws; describe the crisis management structure; define types of emergencies; define the powers and powers of the IRS intervening units; to characterize the elements and segments of critical infrastructure in the Czech Republic; identify links between security planning documents; explain the issue of declaring crisis situations - can explain under what conditions they are announced and for what purpose they serve; define the rights and obligations of the actors in the emergency; to characterize rights and freedoms that are limited in crisis situations; define economic measures for crisis situations and define the principles that govern me; explain the purpose of basic information systems used in the framework of population protection. A student who has successfully completed the course can: be familiar with applicable legislation in the area of crisis management; simulate individual protection elements and pack evacuation luggage; evaluate the current state of education in the field of human protection in emergencies; to comprehensibly interpret the time series of interventions of the Integrated Rescue Service and propose measures to improve the security situation in the region. The student who has successfully completed the course is able to: to decide independently on the solution of model situations on the basis of a framework assignment; to communicate in a clear and convincing way to professionals and lay people information on the nature of professional issues and their own opinion on their solution.

Oral examination, Written examination, Home assignment evaluation, Student performance assessment

Successful completion of the course is conditional on completion of the assignment and written and oral part of the exam. The assignment prerequisites: assignment is conditioned by submission and approval of seminar work, passing the written test (minimum requirement is 65%). The exam is in a combined form.
