Course content
Overview of Fundamentals of Management and Public Sector. The Differences between Private and Public Sector Management. The Concept, Objectives and Types of Regional Management. New Approaches to Public Sector Management. Good Governance Concept. Methods of Management applied in Public Sector. Strategic Management of Local Government Development. Managing Public Sector Performance. Innovations in Public Sector. Quality in Public Sector.

  • Preparation for an exam - 35 hours per semester

Learning outcomes
The main aim of the course is to acquaint you with the knowledge of application of public sector management with the accent put on strategic management of regional development. Contemporary systems of public sector management are subjects of change across the world. These changes are mainly due to public administration decentralization reforms, bureaucracy abundance and low performance. As response to these changes new concepts, approaches, methods and tools were developed. Their application in practice requires new appropriately qualified specialists which creates interesting professional opportunities for you. This course is designed for those who want to become such professionals.
A student who has successfully completed the subject can: understand the major theories and issues involved in the emerging field of public sector management; characterize new approaches, methods and concpets of public sector management; explain how to manage perfromance, innovations and quality in public sector organisations. A student who successfully completed the subject will: identify, analyze and solve typical managerial problems of public administration authorities; creatively apply the modern approaches, methods and tools to public sector management in practice; identify and assess major strategic performance management opportunities and risks. A student who successfully complete the subject is able to: investigate strategies and key competencies for managing public sector organizations; professionally inform and consult persons taking part in processes of public sector management.

Assessment methods and criteria
Oral examination, Student performance assessment, Self project defence

Final grade consists of 2 obligatory assignments with different weigh and final exam. First assignment is colloquium which creates 20% of final evaluation. The same weight 40% of final grade has team project and final exam. The structure of the final grade is following: 1. colloquium - is academic meeting at which students deliver addresses on a topic or on related topics and then answer questions relating to them. 2. team project consists of theoretical and empirical parts and is preparing during the seminars and individual work in small groups. Analytical work is based on the application of chosen innovative management approach to particular local government authority. 3. final exam consists of two parts: presentation of team project and theoretical discussion
