Course content
1. Conceptualization, institutionalization and resource provision of the security and defense function in the Czech Republic. 2. Security and defense as a good and the production of security in the concept of economic theory. 3. Designing the functionality of a security institution and its construction. 4. Strategic planning of the functionality of the security and defense system 5. Resource provision of security: the labor factor (basic characteristics and choices, forced labor/compulsory service) 6. Resource provision of security: the labor factor (volunteerism and personnel reserve in the security system, gender aspects and the problem of representative representation of the social structure in security forces and armed forces) 7. Resource provision of security: the capital factor (acquisition of property and services in the security system.) 8. Resource provision of security: the capital factor (productivity and substitution of labor with capital). 9. Resource provision of security: financing of security and defense (taxes and public budgets, debt financing and monetary problems in times of armed conflict)

Learning outcomes
The aim of the course is to gain knowledge about the hard power, defence and security institutions, and security system in the Czech Republic. Besides, the course provides elemental knowledge in the theory of capabilities´ conscruction in the nexus with the Czech polity: So, a picture about options in national defence and security policy is presented.
Students who passed the course are able to: - explain how resources for security capabilities are to win; - explain the theory construction of security capabilities with an apparatus of economic theory; - classify resources utilized by the national security system in opinion of economic theory; - describe organization of an procurement procedure as a part of the budget and managerial cycle; - explain essential principles of security planning; - explain the term of scenario in a nexus with the construction of security capabilities; - explain a behaviour of the national security system in the link with the system theory; - describe a set of security capabilities in the Czech Republic from a point of view of instucionalism and strcuralism; - explain differences among kinds of organizational structures in use in the national security system; - describe a simple system of controlling (deterministic, stochastic, and strategic behaviour); - describe structure of personnal in the military; - classify strategic documents, such as concepts, directives, strategies, planes, programmens, etc. which are essential vehicles for defence and security management; - explain why is worth substituting of labour with capital in the security sector; - specify bills regulating the legitimatizion of security and defence policy. Students who passed the course can: - employ specified concepts, models, and theories familier from Mikroekonomics and Makroekonomics in the security sector; - substantiate specific procedures of getting access to resources in emergencies with regards to markets; - indentify processional structure in some security institutions; - apply the concept/model of capabiity on the any subject of public sector; - apply Valenta scale of inovation in order to identify complexity of reforms in the security sector; - put in use an approach of increasing of productivity in defence and security environment; - analyze an impact of population ageing on the security capabilities; - know essential Czech law and another regulation determining the construction of security capabilities. Students who passed the course are capable: - to discuss with experts as well as with laymen issues of security economics in the Czech Republic from the point of view of economic theories; - summarize oppinions on the solutions of construction of security capabilities; - share their opinion on specific ussues of the security sector with experts and laymen.

In order to get a right to be examined, each student is obligated to take part in workshops. Each student has collect 5 points at least. The poinst are given for student´s activities, such as team work, public briefing, a discussion with the lector. Besides, students ought to elaborate a term paper. The final examination is oral. A student ought to pick a qustion (topic). He/she has a short time for taking notes about the topic in order to be able to discuss with the examinator.
