Course content
Introduction into change management and leadership. Essence and content of changes at organization. Levels and typology of changes. Change management in initiation phase. Change management in implementation phase. Barriers for changes and evaluation methods. Coordinating implementation. Change management in institutionalization phase. Changes and overall quality management. Activity of the head of an organization in change management. Head-leader. Transformational (change) leadership. Value system of an organization in change management. Essence and content of leadership. Ethics and efficiency of leadership. Theoretical background for the process of leadership. Leader and a team in change implementation.

Learning outcomes
The aim of the course is to acquaint students with theoretical and practical aspects of change management system and a separate organization mechanism, the nature of leadership, personal characteristics, the influence of behavior and situations on leadership, leadership in public management peculiarities and problems, motivation to act mechanism, relation between motivation and job satisfaction. Students will be able to: coordinate work development and implementation of innovation processes; analyze and evaluate the need of changes in public management, effectiveness of changes in a separate organization; develop and uphold management style and methods characteristic to a leader, rationally combine the leadership with team building and management principles; organize public policy formation processes and its implementation in public administration, dynamic organization's internal and external environment changes; function in different teamwork positions, creatively generating ideas in teamwork.

Prerequisites
Having gained knowledge of methodological principles in change management and leadership, tactics, team management methodics and leadership typology, the student should be able to analyze, and foresee the processes of improving implementation of innovative processes in organization of public management. Having explored contemporary theories of leaders as change agents the students should be able to analyze and evaluate the effectiveness of implemented reforms and changes in public management and a separate organization; to prepare proposals, recommendations about the necessity of innovation-based changes in the system of public management, organization, the student will understand the impact of leadership on the development of society. Having gained knowledge of change management and leadership methodological principles the student should be able to: develop and uphold management style and methods characteristic to a leader, rationally combine the leadership with team building and management principles, to evaluate one's as 1) employee of an organization, 2) leadership potentialities of initiating and implementing changes in an organization and team. Will be able to analyse and evaluate the need of changes in the public sector, in a separate organization of the public sector (ability to apply SWOT and PES), to generate ideas for changes, to implement them; to assess the sources of an organization and to substantiate motivational system in pursuance of increased efficiency of employees in a public organization. Having critically assessed good practice of other countries, will be able to explore and to design the patterns of the possibilities of each type of leadership typical of public sector in implementing changes in public management of the Republic of Lithuania.
