Course content
Concept and content of public policy. Processes and models of public policy. Public policy implementation and evaluation. Public policy and interactive governance. Elements, instruments and actions of governance. Government methods: self-government (deregulation, self-regulation, local government) and hierarchical government. Governance and markets. Governance and policy networks. Governance through community and citizen participation. Governance and democracy.

Learning outcomes
The main aim is to understand and be able to analyze public policy and governance theories, to evaluate subjects of public policy and governance and their interaction, to analyze context of governance and public policy. The students would be able to analyze and compare the governance concepts, subjects and their interactions; to compare and analyze, critically evaluate theories of public policy and public policy processes; to identify and evaluate advantages and disadvantages of different models of public policy; to self-identify, analyze and evaluate government methods: selfgovernment (deregulation, self-regulation, local government) and hierarchical government; analyze interactions and change of society, governance and governability; to apply governance and public policy knowledge by doing public governance analysis and evaluation; to use specific research methods for specific problem; to analyze and interpret diverse information.

Written examination

The assignment is grated uppon positive evaluation of the assigned tasks during the seminars. The examination is in written or oral form.
