Course content
|
Economic ethics and its institutionalization. Ethics, Morality and Law. The problem of ethics, integrity and professionalism of the official. Ethics in modern public administration and principles of good governance. Discretion and accountability in public administration. Ethical infrastructure (principles, tools and methods of ethical management), ethical and social audit. Traditional and new tools for cultivating ethics (leadership, management, education, training, etc.). Ethics codes of public administration. CSR in public administration. Selected ethical problems of public administration (conflict of interests, corruption, lobbying, nepotism, clientelism, discrimination, etc.).

Learning outcomes
|
The aim of the course is to acquaint students with the issue of ethics, stimulate students to ethical thinking by solving model risk situations in public administration and thus contribute to the formation of ethical values of future employees of public administration.
A student who has successfully completed the course can: define basic concepts related to ethics, morality and integrity, distinguish between ethical and unethical behavior and characterize the principles of ethical behavior of public administration employees, define the possible causes and consequences of unethical behavior of officials, distinguish and describe the tools and methods of ethical management, explain the content and meaning of ethical codes of public administration, define the essence and meaning of CSR in public administration, to name, distinguish and clarify the key ethical problems of public administration. A student who has successfully completed the course will be able to: evaluate the assigned model ethical dilemma and objectively argue its possible solutions, search for, process and understandably interpret information relevant to solving model ethical dilemmas in public administration, analyze and evaluate the level of quality of the ethical infrastructure of public administration entities, in the context of contemporary trends in the public sector, to convincingly and clearly interpret one's own proposal for preventive measures for the emergence of ethical problems. A student who has successfully completed the course is able to: in solving problems and include consideration of their economic and ethical dimension, clearly and convincingly communicate information about the nature of professional problems and one's own opinion on their solution to both experts and laymen, independently acquire additional professional knowledge, skills and competences.
