Characteristics of public administration, its classification and definition of basic concepts and principles. Administrative science, its definition and relationship to other disciplines. Development of public administration in the Czech Republic and identification of the basic historical context. The current system of public administration, structure, activities, tasks, values and sources of law. Bodies of municipalities, regions, their activities and organisation. Organisation of power in the state and its application by public administration bodies. Reforms of public administration in the Czech Republic. The role and position of public administration employees. Public administration and the provision of security. Control, evaluation of public administration and public participation in its functioning. Approaches, possibilities and methods of improving/improving public administration.

Learning outcomes
|
The aim of the course is to acquaint students the essentials of administrative science, functioning of public administration, its structure, organization and selected historical background and current approaches and to teach them to apply the acquired knowledge.
A student who has successfully completed the course can: describe and explain the organisation of public administration, explain and understand its classification, including the definition of basic concepts and principles; explain the basic features of administrative science, define and characterise its definition and its relationship to other disciplines; characterise the development of public administration in the Czech Republic and identify and describe the basic historical context; explain aspects of the current system of public administration, characterise and analyse the structure, activities, tasks, values and sources of law; explain the organisation and activities of municipal and regional authorities; describe and explain the organisation of power in the State and identify and understand its application by public authorities; describe and explain the area of public administration reforms in the Czech Republic; describe and explain the role and position of public administration employees; explain the issue of security provision in relation to public administration; describe and characterise the field of control and evaluation in public administration; define and explain the principles of public participation in its functioning; define, characterise and explain current approaches, options and methods for improving/enhancing the functioning of public administration. A student who has successfully completed the course will be able to: orient themselves in the basic characteristics of public administration, related concepts and principles of its functioning in the context of administrative science and related disciplines; recognise the basic stages and contexts of the historical development of public administration; understand the organisation and activities of municipal and regional authorities; orient themselves in the current system of public administration, structure, activities, values and sources of law; orient themselves in the organisation of state power and the tasks of public administration in the context of its application by public administration bodies in theoretical and practical terms in cooperation with selected public administration bodies; understand the position, role and significance of the Czech and Czechoslovak Presidents as top representatives of the state; to understand the process of public administration reforms, the role and position of public administration employees and to interpret facts related to the area of security provision in general terms, and to develop their own proposals for improvement; understand the issues of monitoring and evaluation in public administration and recognise the opportunities for public participation in public administration; interpret current options for improving the functioning of public administration and propose possible solutions. A student who has successfully completed the course is able to: Incorporate considerations of their public policy context into problem solving and make independent and responsible decisions and coordinate team activities based on assigned resources; communicate clearly and persuasively to experts and lay people the nature of professional problems and their own views on their solution; include consideration of the ethical dimension of problem solving; Independently acquire additional professional knowledge, skills and competences in the field of public administration.

Credit: will be assigned on the basis of processing the seminar projects and meeting the attendance at seminars. Examination: Written examination or oral examination.
