Course content
|
Oldest administration systems and its contribution to the development of public administration, role of administration in ancient city states and empires out of Europe. Influence of ancient Greek and Roman administration on further development of European administration systems. European systems of public administration in the period of the Early Middle Ages, main features. European administration systems of the High and Late Middle Ages. Autonomy of imperial cities and its contribution to the modernization of the European public administration. Public administration Anglo-Saxon model, its historical determination and basic features. Fundamentals of the European-continental system of public administration in the 17th and 18th century, principles of its formation. Efforts to democratize the European public administration in the 19th century, concrete steps and its results. Democratization of the European public administration in the first half of the 20th century. Importance of public administration reforms implemented in the EU member states in the last period of the 20th century. Administration system of the United Kingdom of Great Britain and Northern Ireland. Basic features of the contemporary public administration system in France. Administration system of Germany. Final evaluation of the contemporary European systems of public administration and its comparison with systems existing in other parts of the world.

Learning outcomes
|
The aim of the course is to acquaint the students with the knowledge of the trends in the European public administration development and its practice in the EU states.
Students will be able to understand basic differences in the public administration of the continental and Anglo-Saxon system, characteristics of so called European Administrative Space and ways of communication and cooperation between EU institutions and national administrative authorities in particular member states.

Prerequisites
|
Precondition is knowledge of state and local governments, as well as issues of European integration and basic overview of historical data.

Assessment methods and criteria
|
Oral examination, Home assignment evaluation, Work-related product analysis
The examination is granted upon completion of the following conditions: active attendance at seminars, completion and presentation of the seminar paper and passing the oral examination.
